A MESSAGE FROM THE TREASURER - Updated Nov. 18, 2025

Scott Pittman, Treasurer | Perry Local Schools

Perry Local Schools remains committed to transparency and fiscal responsibility as we plan for the years ahead. Our recently updated five-year financial forecast shows that while Perry continues to operate efficiently, expenditures are projected to outpace revenue over the next several years.

This challenge is not unique to Perry—it reflects a broader shift in how education is funded across Ohio. Over time, the State of Ohio has reduced its share of public education funding, placing a greater portion of that responsibility on local taxpayers. Today, Ohio ranks near the bottom nationally in state support for K–12 education, meaning communities like ours must rely more heavily on property taxes to sustain essential services.

It’s important to understand that Perry’s financial outlook is not the result of overspending. In fact, data from the Ohio School Report Card places Perry among the top 20% of districts statewide with the lowest operating costs per student. Nearly 68% of all district spending goes directly to classroom instruction, including teachers, materials, and technology that directly support student learning.

Even with this strong record of efficiency, slower revenue growth and rising costs for salaries, services, and operations will continue to create pressure on our budget. Based on current projections, the district’s cash balance is expected to steadily decline through 2030 unless additional funding solutions are identified.
As we plan for the future, the Board of Education and administration are committed to maintaining financial stability while protecting the quality of education our community expects. We will continue to monitor state-level funding changes, engage with legislators, and keep residents informed as we navigate these challenges together.
By working collaboratively, with transparency and long-term planning, Perry will remain focused on its mission to provide an excellent and comprehensive educational experience for every student.
